Yes. Adopted ELA Standards 2019 that include foundational reading standards K-5 and includes Foundational Skills progression chart.

Yes. Oregon’s Early Literacy Framework: A Strong Foundation for Readers and Writers (K-5) includes a section related to supporting Multilingual Learners (page 62)
